9600 North right-of-way exchange

Highland needs right-of-way on 9600 North for the Mitchell Hollow Trail and handled it through two separate deals with neighboring homeowners. On Oct. 6 the council voted 5-0 on a property exchange that lets trail construction begin under a right-of-occupancy agreement while the exchange paperwork is finished, and 5-0 on a purchase agreement paid in kind, through improvements to the owner's home. On Oct. 20 city staff reported that the second owner chose a cash payment of about $9,500 over roughly $10,500 in improvements, which saves the city about $1,000. Staff says no further council vote is needed while the value stays substantially the same. The city's summaries do not say when either transfer closes.

Two separate items, each approved 5-0 according to the city's Council Brief. A purchase agreement with a second family buys right-of-way in exchange for improvements to their home. The city's summary gives no dollar values and does not say when either closes.
