297 S Rlington Pkwy rezone (ZC26-16)
A property owner has asked Hurricane to rezone 0.97 acres at 297 S Rlington Parkway (the city's documents consistently spell it Rlington) from single-family R1-10 to multifamily RM-1 so a four-unit building can go up. The parcel was set aside as open space in the 1990s when the Painted Hills-Rlington Heights subdivision was approved, was held by the neighborhood's HOA, and became privately owned after the HOA dissolved in the mid-2000s; it has always been fenced off. Planning staff say four units match the density R1-10 already allows and would use the one existing driveway on Rlington Parkway, whereas single-family lots would need more access points, and the lot borders an RM-2 zone. They also acknowledge the city's general plan calls for single-family housing there and that multifamily zoning does not follow it. Three residents wrote to object, citing open space, traffic safety and the zoning type. The Planning Commission voted unanimously on Oct. 8 to recommend approval, and staff recommended it too, subject to a plat amendment to remove the open-space designation. The council took it up Oct. 15. The city's Oct. 19 notice of adopted ordinances lists only an unrelated claims ordinance, so a rezone ordinance had not been posted as adopted by then.

Pending
Bryan Owen asked to rezone 0.97 acres, platted as open space in the 1990s, to allow four multifamily units. Staff recommended approval and noted a plat amendment is needed.
