Cole West development agreement, 5154 South 2700 West

A developer wants to build 24 single-family houses on 2.89 acres at 5154 South 2700 West in Roy instead of 34 townhomes. The land is zoned R-3, which would allow only about 20 houses on standard 6,000-square-foot lots, so the developer, Cole West, asked for a development agreement permitting smaller lots and about 7% open space instead of the 20% the zone normally requires. Staff note the proposal's lower density is meant to offset the reduced open space. The Planning Commission recommended approval 7-0 on Sept. 8, 2026. Residents raised density, privacy, fire risk near the railroad and a Weber Basin drought-relief water pipeline running through the property. Ordinance 26-14 was on the council's Oct. 6 agenda, and the result is not yet posted.

Ordinance 26-14: Cole West development agreement at 5154 South 2700 West

    Pending

The ordinance would approve a development agreement for 24 single-family lots on 2.89 acres. The R-3 zone, approved in 2020, would normally allow about 20 homes on 6,000-square-foot lots. The draft lists 8.3 units per acre and about 7% open space, below the 20% the zone normally requires. The Planning Commission voted 7-0 for it on Sept. 8, and staff recommends approval. Residents raised density, privacy, fire risk near the railroad and a drought-relief pipeline that may make one lot unbuildable; staff noted the street end lacks a turnaround.
