Ryan D. Wilcox is a candidate for Utah House, District 7. The ballot lists Ryan D. Wilcox, Republican. The district covers all or part of Weber County.
Ryan D. Wilcox's official member record identifies his profession as community relations and lists Weber State University in his education history. It does not specify a degree in that field. His current committee portfolio includes business regulation, criminal justice and House Rules. It combines substantive policy hearings with decisions about how legislation is processed inside the chamber. [1]
Separate periods of House service
The Legislature records Wilcox's service as an earlier period from 2008 to 2014 and a return beginning January 2021. He now represents District 7 in Weber County. Those are separate stretches of service rather than one continuous tenure. His current standing assignments include Business, Labor, and Commerce, Law Enforcement and Criminal Justice, and House Rules, spanning substantive policy and legislative procedure. [1]
School-security personnel standards
Wilcox sponsored 2026 HB44, School Security Personnel Standards, recommended by the Law Enforcement and Criminal Justice Interim Committee. The introduced bill proposed changes involving safety-personnel training, school-guardian stipends, panic-alert devices, visitor management and procedures after incidents involving deadly force. It documents a specific area of his public-safety work, with several operational components rather than a single school-security project. The proposal also addressed county security chiefs' role in approving private companies to deliver required training. [2]
In the 2026 General Session, Ryan D. Wilcox was chief sponsor of H.B. 24, Criminal Penalty Amendments. It lowers the penalty for driving 21 to 29 mph in a school zone, and for careless driving, from a class C misdemeanor to an infraction, and combines two vehicle-insurance offenses into one. The governor signed it on March 25, 2026. [3]
In the 2026 General Session, Ryan D. Wilcox was chief sponsor of H.B. 39, Prison and Jail Standards Amendments. It would have required county jails and state prisons to operate under independently administered standards and submit to regular inspections. It did not become law, and it was filed on March 6, 2026. [4]
University budgets and legislative process
His current roster lists Higher Education Appropriations, the Legislative Process Committee and interim assignments in business and labor and criminal justice. Those responsibilities add university spending and institutional procedure to his standing-committee work. Residents can therefore follow his activity through budget review and legislative-process discussions as well as public-safety hearings, with his interrupted service timeline providing the appropriate career context.
