Career and education

Kay J. Christofferson earned a civil-engineering degree at Brigham Young University and built a career in heavy civil construction. His House biography records service as president and vice president of construction companies, while the current roster identifies engineering work with Horrocks Engineers. That background centers on the planning and delivery of physical infrastructure, providing professional context for his transportation and budget responsibilities. [1]

Public service and district

Christofferson began House service in January 2013 and represents District 53 in Utah County. His official biography describes roots in Lehi and family life with his wife, Suzanne. His House biography records leadership of heavy civil construction companies alongside his civil-engineering training. The current member record links his district representation with committees addressing transportation, taxation, infrastructure spending and relations between levels of government. [1]

Documented legislative work

His 2026 sponsor record includes HB481, Transportation Modifications, and HB318, Agency Fee Amendments, both listed as signed by the governor. Other proposals involved property taxes, county employment and school design and ended as filed in the House. The same table records signed measures in recovery operations and multiagency enforcement. These entries show infrastructure-related work alongside broader government subjects without treating every drafted or introduced proposal as enacted law. [2]

In the 2026 General Session, Kay J. Christofferson was chief sponsor of H.B. 57, Motor Vehicle Division Amendments. The bill is a housekeeping package for the Motor Vehicle Division: it standardizes how the code refers to vehicle weight, ends special interest license plates, lets rental fleets use alternative registration terms, adjusts auction and consignment licensing, and exempts street-legal ATVs from some emissions fees and odometer rules. The governor signed it on March 23, 2026. [3]

In the 2026 General Session, Kay J. Christofferson was chief sponsor of H.B. 235, Income Tax Revisions. It would have lowered the corporate franchise and income tax rates and the individual income tax rate. It did not become law, and it was filed on March 6, 2026. [4]

Committee and budget responsibilities

Current assignments include House Transportation, House Revenue and Taxation and Transportation and Infrastructure Appropriations. Christofferson also serves on the Federalism Commission and interim committees for transportation, public utilities and energy, and retirement and independent entities. That combination connects his engineering background with infrastructure funding, while adding taxes, intergovernmental questions and public-retirement oversight to the range of decisions he reviews as a state legislator.
