Career and education

Hoang Nguyen's caucus biography identifies her as managing partner of Sapa Investments and chief executive of Dragonfly Wellness, a Utah medical-cannabis company. It describes her family's arrival as refugees from Vietnam, her upbringing on Salt Lake City's west side and business education culminating in an MBA. Her professional background includes family-business development and consulting on growth strategies, alongside commercial and community-board involvement. [3]

Public service and district

Nguyen began House service in January 2025 and represents District 23, spanning portions of Salt Lake and Summit counties. Her caucus biography records leadership of the Midtown Business District Board and service with the Utah Cannabis Association and Price City's Main Street organization. These commercial and community roles give her public biography a reach beyond management of individual businesses. [1] [3]

Documented legislative work

Nguyen's 2026 sponsor record includes HB351, School Vision Screening Amendments, and HB296, Water Commitment Amendments, both recorded as signed by the governor. It also lists a signed measure concerning carbon-dioxide systems, while her artificial-turf placement proposal ended as filed. These entries show work beyond the cannabis industry identified in her career biography, including school health and water issues, with each measure retaining its own recorded legislative outcome. [2]

In the 2026 General Session, Hoang Nguyen was chief sponsor of H.B. 240, Carbon Dioxide System Amendments. It has the Utah Fire Prevention Board set up licensing and certification for carbon dioxide system servicing: businesses need a state fire marshal license, and technicians generally need certification. The governor signed it on March 24, 2026. [4]

In the 2026 General Session, Hoang Nguyen was chief sponsor of H.B. 296, Water Commitment Amendments. It lets water providers count a commitment of water to the Great Salt Lake toward their water conservation plans. The governor signed it on March 25, 2026. [5]

Committee and budget responsibilities

Nguyen serves on House Business, Labor, and Commerce and House Revenue and Taxation, with matching interim assignments. Her budget work is on Natural Resources, Agriculture, and Environmental Quality Appropriations, and she sits on the Legislative Water Development Commission. Those responsibilities combine commercial regulation and taxes with water planning and resource-agency spending, providing concrete settings for following her work beyond her business biography. [1]
