Agriculture and education

Scott D. Sandall grew up in Tremonton and earned a degree in agricultural economics at Brigham Young University. His official Senate biography describes him as a fourth-generation farmer and rancher operating Sandall Ranches in Promontory. Before joining the Legislature, he served as Box Elder County Farm Bureau president and on the Utah Farm Bureau's state board, grounding his public career in northern Utah agriculture. [1]

House service and Senate leadership

Sandall served in the Utah House from 2015 through 2018 before joining the Senate in 2019. He represents District 1, covering Box Elder County and parts of Cache and Tooele counties. His current biography identifies him as Executive Appropriations vice chair. Earlier community work included the Bear River High School community council, another part of his background before statewide budget leadership. [1]

Natural resources and economic development

His current assignments include Natural Resources, Agriculture, and Environment, Business and Labor, and Government Operations and Political Subdivisions. Economic and Community Development and Natural Resources appropriations assignments sit alongside Executive Appropriations. The portfolio brings together agricultural and resource issues, business regulation and decisions about state spending. Professional experience and committee membership provide context, while bill texts and roll calls establish his specific legislative actions. [2]

In the 2026 General Session, Scott D. Sandall was chief sponsor of S.B. 117, Occupational and Professional Licensing Amendments. It cleans up the occupational and professional licensing title by removing pronouns and archaic terms and fixing typos, and creates a legacy cosmetology and barbering license. The governor signed it on March 17, 2026. [4]

In the 2026 General Session, Scott D. Sandall was chief sponsor of S.B. 140, Election Adjustments. It changes the lieutenant governor's deadline for the master ballot position list and sets the 2026 signature deadline for U.S. House candidates to match a 2025 special-session bill. The governor signed it on February 12, 2026. [5]

A 2026 compensation budget measure

The official fiscal note identifies Sandall as sponsor of 2026 S.B. 8, State Agency and Higher Education Compensation Appropriations. The note lays out spending across several funds and fiscal years, including compensation-related appropriations. It is a concrete example of his budget work. Fiscal-note estimates should not be presented as audited spending, and the note alone does not prove that any particular employee received a pay increase. [3]
