Russ J Rampton’s campaign biography describes experience in the Utah County Clerk’s Office beginning in its Elections Division, where he worked on voter records and ballot-center operations. It says he later supervised marriage-license and passport services and helped develop online marriage-license and officiant-submission systems. His responsibilities included system upgrades, statistics and budget reports. Before government work, he spent two decades in higher education, with teaching and administrative work covering organizational leadership, conflict management, political communication, public speaking and technical writing.
