Creative training and community leadership

Rosalba Dominguez's official member record identifies her as a business owner with film and video-production study at Brooks Institute and a graphic-design associate degree from Salt Lake Community College. Her caucus biography describes community board service and becoming the first Latina on the Murray City Council. That local-government background preceded her work representing a state legislative district in the central Salt Lake Valley. [1] [3]

House District 35

Dominguez began House service in January 2025 and represents District 35 in Salt Lake County. Her caucus biography retains language about preparing to enter the Legislature; the official roster supplies the current service date. Her standing assignments include Public Utilities and Energy and Transportation, linking district representation with the infrastructure and utility systems that serve residents and businesses across Utah. [1]

Data centers and electricity information

Dominguez sponsored 2026 HB585, Data Center Amendments. The introduced proposal would require large data centers to report energy-use information to electrical corporations, require utility reporting to the Public Service Commission and create reporting back to the Legislature, with enforcement mechanisms. The proposal offers a specific example of her utilities work involving emerging industrial demand. The reporting chain would connect facility-level information with utilities, utility regulators and lawmakers, allowing each institution to examine large-load energy demand. [2]

In the 2026 General Session, Rosalba Dominguez was chief sponsor of H.B. 504, Political Advertising Modifications. It would have required printed political advertisements containing AI-generated content to carry a clear disclosure. It never reached a floor vote: a House committee returned it to the Rules Committee, and it was filed on March 6, 2026. [4]

Agency budgets and state-federal questions

Her current roster lists General Government Appropriations, the Federalism Commission and interim committees for Public Utilities, Energy, and Technology and Transportation. Those assignments add public spending and intergovernmental questions to her infrastructure portfolio. The combination extends her previous city-government experience into statewide policy and budget work, while retaining a distinction between her elected office and private business and creative background.
