Trade and Ogden roots
Richard Hyer has worked as a jeweler and goldsmith since adolescence, providing repairs and custom designs for retail jewelers in Utah and elsewhere. He grew up in Ogden, graduated from Ben Lomond High School and attended technical schools in Minnesota and California. His official biography describes a long connection to the city, where he and his wife raised their family. [1]
Planning before elected office
Before winning election to Council District 2 in 2011, Hyer served on Ogden’s Planning Commission beginning in 1995. His work included community, district and corridor planning and participation in the Involve Ogden general-plan process. That experience gave him sustained involvement in land-use decisions and neighborhood development before he moved into the city’s elected legislative body. [1]
Neighborhood representation
Hyer emphasizes representation for every part of Ogden, with particular attention to neighborhoods north of 12th Street. His biography supports the downtown business district’s recovery while maintaining safe and welcoming residential communities. He connects that outlook with memories of downtown’s earlier vitality and its later decline, bringing a longtime resident’s perspective to decisions about investment, redevelopment and the distribution of services. Council chair in 2026
On February 3, the council elected Hyer chair for 2026. The city identifies earlier chair service in 2014, 2015 and 2018 and vice-chair service in 2017 and 2025. In its announcement, Hyer emphasizes ensuring that council initiatives receive a fair hearing and residents’ voices are considered. The leadership role comes alongside his continuing District 2 term through December 2027. [2]
