Banking and local roots

Paul Fotheringham’s professional background includes banking and business management and accounting. Now retired from that work, he is a graduate of the University of Utah and Olympus High School. He grew up in Millcreek and has lived in Holladay since 1997. His official biography also notes earlier residence in Washington, D.C., before his family’s longstanding connection with Holladay. [1]

Election and mayoral authority

Holladay’s certified November 2025 election canvass records Fotheringham’s victory with 5,601 votes for a four-year mayoral term. As mayor, he presides over council meetings, votes in council proceedings and executes contracts and other city obligations. Holladay also assigns the mayor responsibility for external representation and ceremonial leadership, giving the office an active role in both policymaking and regional relationships. [2] [1]

Regional fire leadership

The Unified Fire Authority identifies Fotheringham as chair of its board of directors and Holladay’s representative. The authority is an independent organization directed by a seventeen-member board drawn from its participating jurisdictions. This assignment places him in a regional governing role beyond Holladay’s council, working with elected officials from other communities on the organization providing their shared fire and emergency services. [3]

Other public responsibilities

Holladay’s mayoral page lists additional assignments involving the Unified Police Department, the Council of Governments and the Utah League of Cities and Towns’ Legislative Policy Committee. He also participates in the Internal Audit Committee and Interfaith Council and serves as Rotary Club liaison. These assignments connect his finance background with oversight, public safety partnerships and relationships among local civic organizations. [1]
