School board and Legislature
Before becoming mayor, Judkins served on the Provo School Board and spent six years representing west Provo in the Utah Legislature. Her official biography describes decades of community and public service and a longtime connection with West Provo, where she raised her family. It identifies collaborative local and regional partnerships and civic engagement as themes linking those roles. [1]
Mayoral priorities
Judkins identifies transparent government, financial responsibility and effective, accessible services as priorities. Her biography also emphasizes neighborhoods, families and local businesses, with a city government responsive to residents. The combination places service delivery and accountability at the center of her stated municipal approach, building on experience in classrooms, the school board and state government. [1]
A documented transparency initiative
In February 2026, Provo announced a transparency portal developed under Judkins’s direction. The city said the portal consolidated material previously scattered across different sites, including financial reports, public meeting information and other operational data. It is intended to help residents find records without knowing which department maintains them. The announcement also invites suggestions for improvements, making the portal an identifiable administrative action supporting her transparency agenda. [2]
