Investment background

Marlo Oaks spent most of his career in investment management before becoming Utah treasurer. He earned an economics degree from Brigham Young University and an MBA from UCLA’s Anderson School. His official biography also lists the Chartered Financial Analyst and Chartered Alternative Investment Analyst designations. That background places institutional investing at the center of his professional preparation for state office. [1]

Appointment and statewide service

Oaks became Utah’s twenty-sixth state treasurer through an appointment in July 2021. Voters elected him in November 2022 to complete his predecessor’s term. His official biography describes capital markets and economic freedom as major interests and lists national media appearances and published commentary. His office administers public-money programs alongside the treasurer’s statewide financial responsibilities. [1]

Housing finance program

One current office responsibility is the Utah Homes Investment Program, created by the Legislature in 2024. The program places low-cost state deposits with eligible financial institutions so they can make lower-interest loans for qualifying housing developments. Its published framework allocates $300 million in state deposits and limits deposits for an individual qualified project to $60 million. [2]

Administration and safeguards

The housing program requires participating institutions to qualify under Utah’s public-money rules and document eligible development loans. The treasurer’s office requires account information and progress reports as the projects proceed. The program page states that it operates separately from the Public Treasurers’ Investment Fund and that deposits must return to the state by June 30, 2028. [2]
