Communications and a military-family upbringing
Mark A. Strong earned a communications degree with a public-relations emphasis at Brigham Young University. His House biography describes growing up in an Air Force family, including time on military bases in the United States and overseas. The official record lists sales as his profession, placing a communications and private-sector background alongside the public-service interests described in his biography. [1]
Representing the southern Salt Lake Valley
Strong began House service in January 2019 and represents District 47, covering parts of Bluffdale, Riverton and Draper. His standing assignments include Law Enforcement and Criminal Justice and Revenue and Taxation. The combination gives him responsibilities involving public safety, justice policy and the state's revenue system, in addition to representing communities along the southern Salt Lake Valley. [1]
Notice protections for towed vehicles
Strong sponsored 2026 HB268, Towing Notice and Ownership Rights Modifications. The introduced text proposed protections for owners and lienholders when required notice of a private-property tow had not been supplied, including limits on enforcing a possessory lien and provisions for vehicle release and attorney fees. The proposal also addressed evidence that notice was properly supplied and transportation-department rules for requesting release of a vehicle. This account concerns its introduced version. [2]
In the 2026 General Session, Mark A. Strong was chief sponsor of H.B. 183, Sex Designation Amendments. It would have replaced "gender" with "sex" in state law and required agencies to use "sex" when referring to biological sex in rules, policies and programs. The House passed it, but a Senate committee held it, and it was filed on March 6, 2026. [3]
In the 2026 General Session, Mark A. Strong was chief sponsor of H.B. 268, Towing Notice and Ownership Rights Modifications. It makes a possessory lien on a vehicle towed from private property unenforceable if the owner or lien holder was not properly notified, and lets them reclaim the vehicle without paying towing or storage fees in that case. The governor signed it on March 18, 2026. [4]
University spending and interim review
Strong's current roster lists Higher Education Appropriations and interim assignments in Government Operations and Law Enforcement and Criminal Justice. Those roles add review of college and university spending and agency administration to his tax and justice committee work. His documented portfolio therefore extends beyond the vehicle-notice proposal into education budgets and the operations of public institutions between general sessions. [1]
