Background

Lyman W. Duncan came to San Juan County government after two decades in the region’s health-care industry. His work included positions with Utah Navajo Health System and San Juan Health. The county appointed him clerk/auditor to complete John David Nielson’s unexpired term, following a recommendation from the county Republican Party and ratification by the commission. In a 2022 candidate statement, Duncan described his transition into administrative work covering election preparation, annual budgeting and the year-end financial audit.
