Policy advising and public-law study

Lisa Shepherd's official record identifies her profession as policy advisor. She earned a political-science degree at Utah Valley University with a public-law emphasis and a constitutional-studies minor, alongside an associate degree in business management emphasizing small business. Her education gives the profile a documented connection to public institutions and business administration including how public institutions are organized and how small enterprises operate. [1]

Entering the House in 2025

Shepherd began House service on January 1, 2025, and represents District 61 in Utah County. Her standing committee assignments include Law Enforcement and Criminal Justice and Revenue and Taxation. Those responsibilities span the justice system and state revenues, connecting questions about government authority and administration with the tax system that supports public programs and services. [1]

A proposed secretary of state

Shepherd sponsored 2026 HB529, Secretary of State Amendments. The introduced proposal would have provided for election of a secretary of state in 2028 and transferred many statutory duties from the lieutenant governor, including election oversight and certain records and administrative functions. Its effectiveness depended on a constitutional amendment creating the office. The proposed transfer also covered the Great Seal, lobbyist and notary regulation, document authentication and municipal administrative duties. [2]

In the 2026 General Session, Lisa Shepherd was chief sponsor of H.B. 25, Candidate Petition Amendments. It would have required candidates who gather signatures to submit them to the clerk of each voter's own county, with clerks certifying only their county's residents and the lieutenant governor tallying multi-county totals, and would have changed the petition form to match. It never reached a floor vote: a House committee returned it to the Rules Committee, and it was filed on March 6, 2026. [3]

In the 2026 General Session, Lisa Shepherd was chief sponsor of H.B. 27, Signature Verification Revisions. It would have required election officials to post voters' names, precinct numbers and signing dates for candidate nomination petitions on the lieutenant governor's website for at least 90 days after an election and to email notice to the voters. It never reached a floor vote: a committee sent it back to the Rules Committee, and it was filed on March 6, 2026. [4]

General-government budgets and oversight

Her current record lists General Government Appropriations, General Oversight and interim work in Government Operations and Revenue and Taxation. Those assignments place agency administration, public spending and tax policy within her portfolio beyond criminal-justice legislation. The budget and oversight roles are particularly relevant settings for following the institutional questions illustrated by her proposed change to statewide executive offices. [1]
