Lincoln Fillmore earned a degree in mass communication at the University of Utah and spent two decades as a teacher and education administrator, according to his Senate biography. In 2007 he founded Charter Solutions to assist public charter schools with operations. The biography also describes later small-business activity operating bakeries in Taylorsville and West Jordan. Those are distinct parts of his career rather than interchangeable descriptions of one employer. [1]
An appointment followed by elections
Gov. Gary Herbert appointed Fillmore to the Senate in 2016. His biography records subsequent elections in 2016 and 2020, while the current member record identifies him with Senate District 17 in Salt Lake County. The district includes parts of West Jordan, South Jordan and Herriman. Before legislative office, he held precinct, legislative-district and regional leadership positions within the Republican Party. Rules and education responsibilities
The Senate identifies Fillmore as Rules Committee chair. [1]
His current assignments also include Education, Revenue and Taxation, and Judiciary, Law Enforcement, and Criminal Justice, as well as Public Education and Criminal Justice appropriations. The record places school policy, tax decisions and criminal-justice spending within his working portfolio. His former education-management work provides professional context, without determining how he votes on every school proposal. [2]
In the 2026 General Session, Lincoln Fillmore was chief sponsor of S.B. 52, Substitute Teaching Requirements Amendments. It removes the requirement that a long-term substitute teacher hold a teaching license. The governor signed it on March 19, 2026. [3]
In the 2026 General Session, Lincoln Fillmore was chief sponsor of S.B. 54, Carson Smith Opportunity Scholarship Program Amendments. It removes income-based eligibility for the Carson Smith Opportunity Scholarship, ends eligibility for siblings and aligns the program with Utah Fits All, including who approves providers and private schools. The governor signed it on March 19, 2026. [4]
Communication outside the chamber
Fillmore's official biography describes nine years as a minor-league baseball announcer, alongside his earlier writing for a local newspaper as a teenager. These are biographical details, separate from his Senate rules authority and policy record. [1]
For current legislative work, his member page provides sponsored-legislation and financial-disclosure links. Bill versions and recorded votes are the appropriate documents for following a particular proposal through amendments and final consideration. [2]
