Teaching and educational training

Kathleen A. Riebe's career has centered on education. Her caucus biography records a bachelor's degree in elementary education and sociology from Hofstra University, a master's degree in education administration from Utah State University and an educational-technology endorsement from Southern Utah State University. The Legislature identifies her profession as educational technology teacher, connecting classroom work with her education-policy responsibilities. [1] [2]

School-board and Senate service

Riebe served two years on the Utah State Board of Education before beginning Senate service in January 2019. Her caucus biography describes work on the board's finance committee and school-spending transparency. She represents District 15, including portions of Cottonwood Heights, Midvale, Sandy and Brighton. The current caucus heading and legislative roster identify her leadership responsibility as minority caucus manager. [1] [2]

Schools and child wellbeing

The caucus describes education, children's economic security, healthcare access and inclusion as recurring interests. Its legislative-history section includes the Grow Your Own Teacher and School Counselor Pipeline Program and earlier measures on school accountability, high-need schools and public-education exit surveys. Those examples show subjects she has worked on across different sessions, rather than a claim that all were new 2026 proposals. [1]

In the 2026 General Session, Kathleen A. Riebe was chief sponsor of S.B. 56, Citizenship Education Amendments. It would have required schools to give 10th graders legal-awareness information, with flexibility in how it is delivered, and required each local education agency to keep its list of resources current. It never reached a Senate floor vote: a motion to recommend it failed in committee, and it was filed on March 6, 2026. [3]

In the 2026 General Session, Kathleen A. Riebe was chief sponsor of S.B. 95, Public Speaking Amendments. It would have required institutions to run content-neutral risk assessments before public events with outside speakers and to apply security measures matched to a threat level coordinated by the Department of Public Safety. It never reached a floor vote: a committee sent it back to the Rules Committee, and it was filed on March 6, 2026. [4]

Education, transport and budgets

Riebe's current assignments include Senate Education and the committee for Transportation, Public Utilities, Energy, and Technology. She also serves on Higher Education Appropriations, Transportation and Infrastructure Appropriations, Executive Appropriations and corresponding interim committees. These duties connect school and college policy with mobility and public investment. Her Senate committee work and earlier school-board service are different roles, with different authority over state law, budget recommendations and education administration. [2]
