Private-sector career

Joy Petro’s city-hosted candidate biography identifies a lengthy career in advertising and sales management, including advertising director at Smith’s and executive sales director at Quad Graphics. She presents more than four decades of private-sector experience as preparation for municipal leadership. Raised in Layton and a Layton High graduate, she also describes restoring a historic home on Gentile Street. [1]

Council and mayoral service

Petro served on the Layton City Council before becoming the city’s first female mayor. Her 2025 candidate statement sought another term and emphasized economic development and business recruitment. The city’s certified November 2025 canvass subsequently lists her as elected mayor with 9,630 votes. That official result establishes the outcome separately from the earlier campaign account. [1] [3]

Regional assignments

Her candidate biography lists leadership of the Davis County Board of Health and North Davis Sewer District, membership on a waste management board and a vice-chair role in regional active transportation. It also identifies the Davis Chamber’s Athena Award and a Modern Pioneer recognition in 2025. These positions and honors appear in her own candidate account and describe the experience she brought into that election. [1]

Policy and city management

Layton uses a six-member council form of government, consisting of the mayor and five council members. The elected body sets city policy, while a city manager directs daily operations. That division is central to Petro’s responsibilities: municipal leadership involves setting direction and working with the council and administration. Terms last four years, with staggered elections preserving continuity as different council seats come before voters. [2]
