Career and education

John Arthur is a National Board Certified teacher and was Utah's 2021 Teacher of the Year, according to his caucus biography. It also identifies him as author of The Digital Projects Playbook and describes work supporting teachers and student advocacy. His official education record includes an English degree from the University of Utah and graduate teaching and special-education degrees from Westminster University. [3]

Public service and district

The official roster dates Arthur's House service to December 9, 2025. He represents District 41 in Salt Lake County and lists sixth-grade teaching in the Salt Lake City School District as his profession. His caucus biography identifies Big and Little Cottonwood canyons, most of Cottonwood Heights and portions of Holladay, Midvale and Murray within the district, connecting an urban constituency with major canyon communities. [1] [3]

Documented legislative work

Arthur's 2026 sponsor record includes proposals on educator salary adjustments, school funding, teacher librarians and school-board elections, each ending as filed in the House. His HB313, Landscaper Certification Amendments, is recorded as signed by the governor. The combination documents an education-centered set of proposals alongside a completed measure in another field, without equating sponsorship of the school bills with enactment of their original language or promised results. [2]

In the 2026 General Session, John Arthur was chief sponsor of H.B. 198, Educator Salary Adjustment. It would have repealed the provision that ties the size of the educator salary adjustment to the operation of the Utah Fits All Scholarship Program. It was introduced but did not advance, and the House filed it on March 6, 2026. [4]

In the 2026 General Session, John Arthur was chief sponsor of H.B. 278, School Board Election Amendments. It would have made the State Board of Education a nonpartisan office and had the governor fill vacancies with Senate consent. It did not become law, and it was filed on March 6, 2026. [5]

Committee and budget responsibilities

His current assignments include House Natural Resources, Agriculture, and Environment and House Political Subdivisions. He also serves on Natural Resources, Agriculture, and Environmental Quality Appropriations and the Veterans and Military Affairs Commission. Matching interim work in resources and political subdivisions extends those responsibilities between sessions. These roles broaden his portfolio from classroom issues to local government, resource-agency spending and veterans-related state policy. [1]
