Public-health teaching and research

Jennifer Dailey-Provost is a researcher and teaching faculty member in public health at the University of Utah School of Medicine, according to her caucus biography. Her education includes a business degree at the University of Utah, an MBA at Westminster and a doctorate in public health at Utah. That background brings business training together with academic work on population health and public programs. [1]

Salt Lake City representation and leadership

Dailey-Provost won election in November 2018 and began House service in January 2019. She represents District 22, including Salt Lake City neighborhoods such as Marmalade, Capitol Hill, the Avenues and downtown, as well as the University of Utah area. The current roster identifies her as minority whip. Her caucus role accompanies district representation rather than replacing her responsibilities to those constituents. [1] [2]

Health, disability and environmental priorities

Her caucus biography identifies health outcomes, disability rights, LGBTQ+ protections, opioid issues and the medical-cannabis program among her priorities. It also describes interests in air quality, education, restorative justice and voting rights. These are attributed policy interests, rather than a claim of success on every issue. Her teaching and research career provides context for the recurring health focus in that account. [1]

In the 2026 General Session, Jennifer Dailey-Provost was chief sponsor of H.B. 229, Restricted Account Modifications. It would have changed what money from the Tobacco Settlement Restricted Account and the Electronic Cigarette Substance and Nicotine Product Proceeds Restricted Account can pay for, and how appropriations are covered when they exceed revenue. The House passed it, but the Senate did not advance it past first reading, and it was filed on March 6, 2026. [3]

In the 2026 General Session, Jennifer Dailey-Provost was chief sponsor of H.B. 282, Transportation Earmark Amendments. It would have cut the sales tax earmark that sends money to the Transportation Investment Fund of 2005, leaving that revenue in the General Fund. It never reached a floor vote: a committee sent it back to the Rules Committee, and it was filed on March 6, 2026. [4]

Health funding and oversight bodies

Current assignments include House Health and Human Services, Revenue and Taxation, Executive Appropriations and Social Services Appropriations. Dailey-Provost also serves on behavioral-health policy, medical-cannabis governance and rural-health grant oversight bodies, as well as General Oversight and the Federalism Commission. Those responsibilities connect the design and financing of health programs with broader agency accountability, extending beyond the academic work summarized in her biography. [2]
