Teaching and education

Jennie Earl's official USBE biography lists a bachelor's degree in elementary education from Southern Utah University, with a minor in math and special education, and a master's degree in education from Weber State University. Her teaching experience includes special education and middle-school mathematics. [1]

The board identifies her as serving a second term following reelection in 2022 and representing parts of Cache, Rich, Box Elder, Summit and Morgan counties. Her official biography describes school visits and attention to student, family and educator needs. Those descriptions come from the board's biography rather than an external performance evaluation. [1]

Her stated education agenda

Earl's campaign emphasizes parental involvement, educator support, effective education policy and appropriate uses of technology. She says she wants clearer expectations, stronger curriculum and better communication between families and educators. [2]

She also identifies classroom funding, teachers' professional time and simpler licensing procedures as areas where she has worked to improve educator support. Her website discusses instruction, academic standards, behavior management and school safety. These are her account of her priorities and efforts; specific proposals and outcomes should be assessed against the corresponding board records. [2]

A specific example from the board record

The September 4, 2026 USBE minutes record Earl proposing changes to language in R277-330, Utah Effective Educator Standards. The discussion concerned the description of a school leader's vision and mission. After additional amendments, the final wording centered on student learning, effective practices and innovation. [3]

The minutes record the final amendment passing 11–4, with Earl in favor. This is one documented action within a longer rulemaking discussion, not a complete scorecard of her board service or proof that every element of her campaign platform has been adopted. [3]

The 2026 contest and available responses

Earl faces Democrat Cathy Callow-Heusser in District 1. The Salt Lake Tribune reported on October 12 that Earl said she was abroad and could not respond by its questionnaire deadline. Missing survey answers should not be interpreted as support for or opposition to the questions asked. [4]

The board's authority over statewide academic standards is distinct from local curriculum decisions. Her candidacy is for that state-level policy body, while her existing official role continues through the current term. [5] [1]
