Business and planning background

Jeff Whitlock represents Provo’s District 2, with a current term expiring in January 2030. A Provo native, he brings experience as an entrepreneur and business leader and previously chaired the Planning Commission. His official biography identifies fiscal planning, parks, trails and protection of Slate Canyon and the foothills among his interests in municipal government. [1]

Conservation and public places

Whitlock’s platform calls for keeping commercial development out of Slate Canyon and advancing a park there. He supports land purchases or exchanges to protect foothills and the river, stronger hillside protections and a river overlay zone. He also identifies completing Bicentennial Park, considering programming at Epic Sports Park and adding smaller neighborhood parks as specific public-space priorities. [2]

Financial strategy

He advocates a strategic plan that translates city goals into measurable actions and links budget stability to economic development. His platform discusses strengthening downtown’s appeal to outside shoppers and redevelopment of the East Bay business area. He presents these ideas as ways to support roads, utilities, policing and other services while addressing pressure on household budgets. They are stated policy goals, not verified revenue gains. [2]

Housing and transportation

Whitlock supports balancing neighborhood concerns with additional opportunities for residents to own homes. His campaign also emphasizes safer streets through lower-cost improvements at locations identified by residents and staff. He combines those priorities with opposition to partisan municipal races and an emphasis on incorporating residents’ concerns into decisions about development, parking and public investment. [2]
