Insurance and education
James A. Dunnigan, commonly known as Jim Dunnigan, is an insurance-agency owner and University of Utah business-management graduate. His official House biography also records involvement with the National Council of Insurance Legislators and the National Conference of State Legislatures' financial-services work. These activities connect his professional experience with insurance and business policy, without establishing his position on every proposal affecting insurers or consumers. [2]
Local government before the House
Dunnigan's campaign traces his local service to the Taylorsville/Bennion Community Council from 1991 to 1996, work toward city incorporation and Taylorsville's inaugural City Council from 1996 to 2002. He began House service in January 2003. The current Legislature record identifies him as speaker pro tempore and representative for District 36, which includes Salt Lake County communities. [1] [2]
His stated priorities
The campaign emphasizes lower taxes, fewer business regulations, local control of education and government transparency. It also highlights consumer lending protections and tax treatment of Social Security income. Those are attributed descriptions of his priorities and claimed record. Its broad statement about ending predatory lending should not be read as evidence that every harmful lending practice has been eliminated or that Utah no longer has high-cost credit products. [1]
In the 2026 General Session, James A. Dunnigan was chief sponsor of H.B. 38, Local Government Amendments. It is a wide-ranging update to county and special-district law, covering how a county seat move or a change in form of government reaches voters, the creation of new counties, assessor qualifications, recorder fees and indexing, surveyor duties and the role of finance officers. The governor signed it on March 18, 2026. [3]
In the 2026 General Session, James A. Dunnigan was chief sponsor of H.B. 58, Insurance Code Modifications. It lets the Insurance Department's fraud investigators look into crimes by department licensees, adjusts rules for captive insurers organized as risk retention groups and specifies the kinds of experts the insurance commissioner may use. The governor signed it on March 17, 2026. [4]
Current legislative responsibilities
His committee assignments include House Business, Labor, and Commerce, Political Subdivisions, Criminal Justice Appropriations and interim work on economic development and political subdivisions. He also serves on the Legislative Process Committee. These positions connect commercial regulation, local-government authority and state spending with his long local-government background. Bill sponsorship, a favorable committee recommendation, enactment and implementation are distinct events when examining any particular item in his record. [2]
