Heidi Balderree previously taught Japanese and Spanish in grades four through twelve. Her Senate biography describes later work as community engagement director for Americans for Prosperity Utah in Lehi and business evaluation in Western Governors University's graduate business-ethics department. Her education includes a bachelor's degree from Brigham Young University and a master's degree in human resource management from Keller Graduate School of Management. [1]
Planning and party experience
Before joining the Senate, Balderree served a three-year term on the Utah County Planning Commission, including time as chair. Her official biography also records service as Utah County Republican Party secretary, repeated precinct-chair assignments and four terms on the party's State Central Committee. Those roles combine local land-use planning with political organizing; neither should be confused with an earlier elected legislative term. [1]
Senate service and constituency
Balderree entered the Senate through an October 2023 special election and was reelected in 2024, according to the Senate biography. She represents District 22, including parts of Lehi, Saratoga Springs and Eagle Mountain and a small portion of Draper in Salt Lake County. [1]
The current member record identifies the district as spanning Utah and Salt Lake counties. [2]
In the 2026 General Session, Heidi Balderree was chief sponsor of S.B. 2, Public Education Budget Amendments. The bill is the public education supplemental budget for the fiscal year ending June 30, 2026. It repeals the Digital Teaching and Learning Grant Program, adds reporting on transfers within the Minimum School Program, and sets student and personnel data standards for the Utah Schools for the Deaf and the Blind, among other provisions. The governor signed it on March 26, 2026. [3]
In the 2026 General Session, Heidi Balderree was chief sponsor of S.B. 90, Occupational Licenses for Veterans and Service Members. It has the Division of Professional Licensing and the Department of Veterans and Military Affairs publish a resource showing when a veteran's or service member's prior experience and training counts toward an occupational license. The governor signed it on March 17, 2026. [4]
Schools, social services and justice
Her biography identifies her as co-chair of Public Education Appropriations. [1]
The current roster also lists Senate Education, Judiciary/Law Enforcement/Criminal Justice, Social Services Appropriations, and education and judiciary interim committees. These responsibilities connect school and social-service budgets with education law and justice policy. They identify the subjects she helps review, without treating a committee assignment or an advocacy organization's rating as proof of a specific policy's effectiveness. [2]
