Pharmacy and southern Utah
Evan J. Vickers was born in Panguitch and grew up in Beaver. His Senate biography records graduation from the University of Utah College of Pharmacy in 1977 and describes family-owned businesses in Cedar City and Richfield. The Legislature identifies his profession as pharmacist and business owner, providing a healthcare and small-business background to his legislative career. [1] [2]
Local and state public service
Vickers served on the Cedar City Council from 1987 to 1999 before serving in the Utah House. He later moved to the Senate and served as majority leader from 2019 to 2025. That leadership title is historical. His current biography identifies him as chair of the Senate Business and Labor Committee and representative for District 28 across Beaver, Iron, Juab, Millard and Washington counties. [1]
Medical cannabis policy
A September 2019 Senate explanation credited Vickers as sponsor of S.B. 1002, Medical Cannabis Amendments. It described replacing the proposed state central-fill approach with additional private pharmacy licenses and addressing rural access, delivery and patient protections. This is historical context for his involvement in building Utah's medical-cannabis system. The 2019 details should not be used as a current count of pharmacies or a description of today's patient rules. [3]
In the 2026 General Session, Evan J. Vickers was chief sponsor of S.B. 31, Office of Professional Licensure Review Amendments. It adjusts scope-of-practice rules for health professions: physical therapists may prescribe durable medical equipment and order more imaging, nurse anesthetists gain limited prescriptive authority around procedures, and advanced practice registered nurses and physician assistants may perform minor surgical procedures. The governor signed it on March 17, 2026. [4]
In the 2026 General Session, Evan J. Vickers was chief sponsor of S.B. 40, Business Entity Amendments. It lists the areas of code the Division of Corporations and Commercial Code administers, sets terms for selling or licensing copies of filed documents and enacts a chapter of provisions that apply to all business entities. The governor signed it on March 17, 2026. [5]
Current health and business portfolio
His current member record lists the Medical Cannabis Governance Structure Working Group, Utah Behavioral Health Legislative Policy Committee and oversight of the Rural Health Transformation Grant, alongside Business and Labor and Government Operations and Political Subdivisions. Higher Education and General Government appropriations assignments broaden that portfolio. These committee records allow readers to distinguish his continuing health-policy role from his former position in Senate caucus leadership. [2]
