Career and education

Doug Welton has taught U.S. history, Japanese, debate, philosophy and current issues. His House biography records leadership of the Utah Association of Japanese Teachers and Utah Debate Coaches Association, along with recognition for speech and debate coaching. He earned an undergraduate history-education degree at Utah Valley State College and a graduate educational-leadership degree at Southern Utah University, grounding his career in classroom instruction. [1]

Public service and district

Welton began House service in January 2021 and represents District 65 in Utah County. His official biography describes community service with the Payson Scottish Festival board and Mountain View Hospital's board of trustees. These activities add cultural and healthcare governance to his education background. His public biography links that community service with a professional life centered on teaching, debate coaching and educational leadership. [1]

Documented legislative work

Welton's 2026 sponsor list includes HB502, School Attendance Modifications, and HB358, School Scheduling Amendments, both recorded as signed by the governor. Other proposals concerned curriculum and student welfare checks and ended with a House filed status. His record also includes a resolution addressing local education agency reporting requirements. Together these entries document a substantial school-policy focus while distinguishing bills, resolutions and measures that did not complete the process. [2]

In the 2026 General Session, Doug Welton was chief sponsor of H.B. 12, Outdoor Recreation Accessibility Amendments. It broadens the definition of an outdoor recreation project to include building or improving trails and facilities, or buying equipment, for disabled or adaptive users. The governor signed it on February 27, 2026. [3]

In the 2026 General Session, Doug Welton was chief sponsor of H.B. 17, Public Infrastructure District Meeting Amendments. It requires public infrastructure district boards to meet inside the district's boundaries, with exceptions that allow meetings elsewhere. The governor signed it on March 13, 2026. [4]

Committee and budget responsibilities

Current assignments place Welton on House Education and House Government Operations and on Transportation and Infrastructure Appropriations. His interim responsibilities include education and revenue and taxation. That combination links classroom policy with public administration, tax questions and infrastructure funding. The education assignments are consistent with his professional background, while the budget and government-operations roles widen the range of state decisions he reviews. [1]
