Electrical training and business
David P. Hinkins attended Emery County High School and earned an associate degree in electrical automation technology at Utah Technical College, now Utah Valley University. His Senate biography describes work as an electrician and businessman, with interests in ranching, real estate, mining, technology and electric vehicles. That is a varied business background rather than a career confined to one industry or public agency. [1]
Ferron roots and Senate District 26
Hinkins began Senate service in 2009 and represents District 26. The Senate describes it as Utah's largest district geographically, including areas of nine counties across central, eastern and southern Utah. His biography identifies Ferron as his home and describes life on a family ranch. It presents representing rural communities, including the community where he grew up, as central to his public service. [1]
Education and natural resources
The Legislature's current roster lists Hinkins on Senate Education and Senate Natural Resources, Agriculture, and Environment. His interim assignments include natural resources and public utilities, energy and technology. Those responsibilities bring schools and resource management into the same portfolio as energy policy. His electrical training and mining and ranching interests are useful career context, while specific legislative decisions require their own records. [2]
In the 2026 General Session, David P. Hinkins was chief sponsor of S.B. 249, Public Employee Negotiation Amendments. It would have established a Labor Relations Board for public-employee collective bargaining, with rulemaking and subpoena powers, protections for self-organization, payroll deduction of union dues and duties for labor organizations. It never reached a Senate floor vote: a motion to recommend it failed in committee, and it was filed on March 6, 2026. [3]
Spending, water and intergovernmental work
Hinkins serves on Public Education Appropriations and Natural Resources, Agriculture, and Environmental Quality Appropriations. He also has assignments on the Legislative Water Development Commission, Federalism Commission and Native American Legislative Liaison Committee. The combination adds school and resource-agency spending, long-range water issues and relationships among governments to his Senate duties, extending beyond the business interests described in his personal biography.
