Celeste Maloy was born in Cedar City and raised in Hiko, Nevada. She studied agriculture at Southern Utah University and worked for about a decade as a soil conservationist. That work brought her into direct contact with farming families before she returned to school for a law degree at Brigham Young University. [1]
Local government and Congress
Maloy’s legal career centered on land and water. She worked as a deputy attorney for Washington County, a public-lands attorney for the Utah Association of Counties and a staff attorney for the Washington County Water Conservancy District. She then became chief legal counsel to Representative Chris Stewart. She was elected to Congress in 2023 and serves Utah’s Second Congressional District. [1]
Appropriations and natural resources
Maloy serves on both the Appropriations and Natural Resources committees. Her appropriations assignments include Interior and Environment, where she is vice chair, Energy and Water Development, and Legislative Branch. On Natural Resources, she serves on Federal Lands and on Water, Wildlife and Fisheries. These assignments cover federal agency spending and the management of lands, water and natural resources. [2]
Western and cross-party caucus work
Maloy chairs the Congressional Western Caucus and holds leadership positions in groups addressing infrastructure, the Colorado River, wildfire and postal service. Her listed roles include co-chair of the Bipartisan Build America Caucus and the Bipartisan Wildfire Caucus, as well as vice chair for the Upper Basin in the Colorado River Caucus. These roles complement her committee work on Western land and water questions. [2]

A 2018 ballot initiative, a court fight that began in 2022 and a failed repeal drive produced the map Utah votes under on Nov. 3, including a Salt Lake County district that leans Democratic.
