Legal training and community service

Andrew Stoddard earned a psychology degree from the University of Utah and a law degree from Brigham Young University. The Legislature lists city prosecutor as his profession and records earlier leadership of the Midvale Community Council. His caucus biography describes plaintiff-side legal work as well. Together the sources document a legal career without assuming that every listed position was held at the same time. [2] [1]

Representing Murray, Midvale and Sandy

Stoddard began House service in 2019 and represents District 40 in Salt Lake County. His caucus biography identifies portions of Murray, Midvale and Sandy within the district. The current legislative record places him on House Government Operations, Law Enforcement and Criminal Justice, and Ethics. His constituency and committee assignments connect local concerns with statewide rules for public agencies and the justice system. [1] [2]

Victims, public safety and air quality

The House Democratic caucus describes protection of domestic-violence and sexual-assault survivors as an area of Stoddard's legislative activity. It also identifies air quality and bipartisan approaches to gun violence among his interests. These are attributed policy descriptions from his caucus, providing context for his legal background while leaving individual bills, amendments and roll-call votes as the evidence for specific legislative actions. [1]

In the 2026 General Session, Andrew Stoddard was chief sponsor of H.B. 80, Firearm Storage Requirements. It would have created a criminal penalty for failing to store firearms lawfully when a minor then gains unlawful access to one. It never reached a floor vote: a motion to recommend it failed in a House committee, and it was filed on March 6, 2026. [3]

In the 2026 General Session, Andrew Stoddard was chief sponsor of H.B. 92, Presidential Electors Amendments. It would have changed how Utah awards presidential electors, giving one electoral vote to the winner in each congressional district and two to the statewide winner. It never reached a floor vote: a committee sent it back to the Rules Committee, and it was filed on March 6, 2026. [4]

Government spending and legislative procedure

Stoddard's current record lists General Government Appropriations, Government Operations Interim, and Law Enforcement and Criminal Justice Interim. He also serves on the Legislative Process Committee. Those responsibilities extend from agency funding to the procedures used by the Legislature itself. They offer residents several distinct ways to follow his work: justice-policy hearings, administrative oversight, budget review and discussions of how legislation is handled. [2]
