MagnaWhite City

The Greater Salt Lake Municipal Services District board on March 25, 2026, approved a Utah Department of Transportation local government contract with ESI Engineering, Inc. for preconstruction engineering for the Onyx Lane sidewalk in White City and the Breeze Drive sidewalk in Magna, in an amount not to exceed $259,997. [1]

District engineering manager Chad Anderson presented the contract and said the district's legal counsel had reviewed it, which counsel confirmed. Trustee Sean Clayton moved to approve, Trustee Michael Jensen seconded, and Trustees Zuspan, Clayton, Jensen, Perry and Valdez voted aye. [1]

What the contract says

The district's contract with ESI Engineering is a public 71-page document. Its first page carries ESI's signature date of March 18, 2026 and UDOT's director of preconstruction's date of March 17. The district and state comptroller date lines, the contract number and the effective date are blank. [3]

The scope covers preconstruction engineering and an advertising package for a one-sided sidewalk on Breeze Drive in Magna from 3297 South to 3100 South and on Onyx Lane in White City from 861 East to 930 East, behind existing curb and gutter. Its tasks include survey, right-of-way plans, utility coordination, roadway design and public involvement. [3]

The contract says scope work ends Oct. 29, 2027, and the contract terminates Oct. 29, 2028 unless extended or canceled. Those are contract deadlines, not a promised design-completion or sidewalk-opening date, and the Ledger does not treat them as a delay beyond the end-of-September design target White City staff gave in July. The scope assumes documenting temporary construction easements on 21 parcels along Breeze Drive and 10 along Onyx Lane, which are not completed acquisitions. [3]

The $259,997 is a combined cost proposal for both projects. The Ledger has not found a split by city in it, and it does not divide the amount by parcels, length or hours. The contract does not show any payments. [3]

In White City

At White City's July 2, 2026 council meeting, according to the approved minutes, staff reported that a sidewalk was being designed for Onyx Street, with design to be completed by the end of September and construction possibly starting next year. No vote was taken. [2]

The $259,997 is a not-to-exceed contract amount covering two projects, not a record of payments. Update, Oct. 24: the contract itself is now cited below. The copy the Ledger read has blank district and comptroller date lines and no contract number or effective date.
