Washington Terrace

Washington Terrace's City Council voted 5-0 on Aug. 18, 2026 to approve a waste transfer and disposal agreement with Waste Management of Utah, Inc. Curbside collection continues through Republic Services. [2]

The comparison

A staff report compared a Waste Management price of $49.65 a ton with an adjusted Republic Services price of $49.14, a difference of about $0.51 a ton. One table in the report describes Waste Management as "$.50 cents higher." [1]

Using 3,281 tons for one year, staff put the difference at about $1,673.31 a year. [1]

Staff recommended Waste Management, citing continued public self-haul access to the Weber County Transfer Station and discounted public disposal rates for participating communities. The report said "the additional cost is offset by benefits that provide value to the community." [1]

The vote

Council member Jeff West moved to approve Resolution 26-12 and Council member Anna Davidson seconded. The council approved it 5-0 on a roll call. [2]

The copy of the resolution in the meeting packet is unsigned and undated. [1]

The agreement form in the packet, 14 pages, is now readable in full, and it is unsigned: the resolution's date, mayor, recorder and roll-call lines are blank, and so are the signature and date lines on the contract's signing page. The form defines its effective date as July 1, 2026, and its signing page says it is effective as of the latest signature date, so the Ledger cannot say when it began without the executed copy. [3]

The term is five years, with up to two successive one-year renewals by written agreement and 90 days' notice. Starting July 1, 2027, base rates adjust every year by the greater of the change in a federal consumer price index for water, sewer and trash services or 3%, and Waste Management may pass through some cost increases tied to legal or tax changes. [3]

Exhibit A lists a base rate of $35.50 a ton at the Weber County Transfer Station, plus Waste Management's then-current energy surcharge, 8.74% as of July 14, 2026, a waste-water management charge, 18.9% as of July 14, and a state environmental quality fee of $0.21 a ton as of July 20. Loads are billed with a one-ton minimum. The Ledger has not reconciled these terms with staff's $49.65 comparison price and has not added the percentages itself. Staff's $1,673.31 figure remains an estimate, and there is no record of actual invoices or tonnage. [3]

The $1,673.31 figure is a staff estimate based on one year's tonnage and the prices quoted at the time, not a guaranteed annual difference. Update, Oct. 24: the packet's full proposed agreement is now covered below. It is the form presented to the council, not a signed contract.
