Payson

The Payson City Council voted 5-0 on Sept. 16, 2026 to approve Resolution 09-16-2026-C, authorizing the mayor to execute a reimbursement agreement with Red Bridge Public Infrastructure District No. 1. Councilmember Bob Provstgaard made the motion and Councilmember Brian Hulet seconded it. [1]

According to the minutes, the agreement provides reimbursement for upsizing a sewer line and for drinking water and well house improvements. "The culvert may need to be addressed through an amendment at a later time, as it has not yet been installed," the minutes say. Travis Jockumsen confirmed he had reviewed the agreement. [1]

Staff remarks

Robert Mills said the city has concerns about how the project has been managed and that "the city is not financially responsible for the Public Infrastructure District (PID)," according to the minutes. He said building work for MTech was nearly complete and that housing and retail progress had been slow. [1]

Hiatt Creek

The council also voted 5-0 to approve Resolution 09-16-2026-D, authorizing the mayor to execute a reimbursement agreement with WHL HIATT, LLC for public infrastructure improvements at Hiatt Creek Plat B Phase 2. Hulet made the motion and Councilmember Ryan Rowley seconded it. [1]

The minutes do not state the dollar amounts of either agreement. The council's Sept. 16 packet, which the Ledger has now opened, holds the agreement forms. The records reviewed do not show executed agreements, a reimbursement claim or a payment.

The Red Bridge form sets maximum eligible reimbursement of $1,044,556.90 for the 21-inch sewer main in 1950 West Street and offsite, and $2,061,905.40 for the new drinking-water well and well house, a total of $3,106,462.30 that excludes the culvert. It lists $2,239,950 for upsized box culverts in the Dry Creek channel, says the culverts had not been installed as of the effective date, and says no culvert reimbursement happens until installation and acceptance. The form describes annual payments starting in October 2026, over five years for the sewer and well and over ten years for the culverts, with the culverts paid from the city's storm water utility fees because the city has no storm water impact fee. It conditions payments on funding and appropriation, compliance, acceptance and documented eligible costs, so the amounts are caps, not promised payments. The form's wording on impact fee credits and its payment prerequisites would need reconciling in an executed version. [3]

The Hiatt Creek form totals $27,625: $10,625 for a 12-inch pressurized irrigation main, $3,000 for a 12-inch drinking-water main and $14,000 for a 21-inch sewer main, all in 1950 West Street. It provides annual cash reimbursement starting in October 2027, only from legally available impact fees and subject to appropriation, and says payments are deferred without penalty if funds fall short. [4]

The signature and date lines on both forms are blank. The Ledger makes no legal determination about either form, and the amounts here are not a measure of the city's debt. [3][4]
